Mark Loesberg, the founder of Rise Capital, was a pioneer of the design-build method of project delivery and, further, played an instrumental role in the formation of the Design-Build Institute of America (DBIA). In February 2003, Rise Capital gathered 15 executives of major design-build firms, as well as other companies interested in design-build, to a series of meetings. At the time, design-build was still considered “nontraditional,” with design-bid-build and construction management at-risk being the preferred forms of project delivery. However, Rise Capital and his peers reasoned that design-build backers needed an organization to represent their interests.
